Summary
The Glynn County Board of Education approved a $1,702,000 local contribution to ensure employees not fully covered by a state bonus receive a one-time $2,000 payment; substitutes are excluded and the payment will be issued on a separate check before spring break.
Miss Cody, a board staff presenter, recommended that the board approve $1,702,000 in local funds to provide a $2,000 one-time bonus to district employees not fully covered by the state-funded bonus program authorized by Governor Kemp.
The board approved the local contribution unanimously. The state provided $2,865,134 toward the bonus; the district will add $1,702,000 so eligible employees — a total the presenter said counts 2,121 employees — will receive the intended $2,000 payment. Substitutes were not included in the local top-up; substitutes receive separate $500 stipends paid twice a year if they work over half a semester.
"So, I am bringing a recommendation to approve $1,702,000 to fund a $2,000 lifetime bonus for eligible district employees not fully covered by the state funded bonus," the presenter said. She told the board the district would pay Social Security and Medicare employer portions applicable to the locally funded portion and intended to issue the bonus on a separate check prior to spring break.
An agency official on the board added that the one-time payment is intended to help morale and retention but will not be incorporated into salary schedules: "It's a one-time payment. It does not go into the salary scale," the official said.
Board members asked how many staff the state covered versus the district's count; the presenter said, by example, the state funded 41 paraprofessional positions while the district employs 261 paras, and the local funds make up the difference. The board moved to approve the local portion of the governor's stipend; the motion (moved by Mister Dallas and seconded by Mister Jackson) passed unanimously.
The board did not provide a roll-call tally in the record beyond unanimous approval. Next procedural steps include processing the separate payroll check so eligible employees receive payment before spring break.
