MPO board unanimously adopts bylaw change to add state and federal elected officials as ex officio members

The MPO Transportation Policy Board voted unanimously March 31 to adopt Resolution MPO 2026-04, amending the organization's bylaws to add state and federal elected officials as ex officio members.
Staff introduced the amendment and read the proposed verbiage, saying the change would allow representation from elected officials at the state and federal levels. Staff listed the current elected officials the amendment would recognize: Tony Gonzalez, Henrik Cuellar, Roland Gutierrez and Eddie Morales Jr. "Ex officio members, United States Congress representatives or representatives," the staff member said while summarizing the draft text.
Commissioner Olga Ramos moved to approve the amendment; Mr. Garza seconded the motion. The board recorded unanimous approval, including online confirmations from MPO board member Sarah Hidalgo Cook and Eppy Gonzalez.
Staff said the change aligns the MPO with practices used by other MPOs but flagged that a forthcoming association report on attendance, alternates, proxies and virtual participation may prompt further bylaw adjustments. The board approved the amendment now and directed staff to return with any recommended additional edits after that report is finalized.
The board did not discuss modifications to member voting rights in the public session. The amendment takes effect following the board's adoption; staff will incorporate any subsequent changes in a future meeting if needed.
