Commission approves first reading to annex 2.03-acre parcel near East Market Avenue

The City Commission on Monday approved on first reading Ordinance 25-034 to annex roughly 2.03 acres of unincorporated St. Lucie County into the Fort Pierce municipal boundary.
Carrie Driver, senior planner in the planning and zoning department, presented the application on behalf of applicant Keith Teane (represented at the meeting by Juan Chapa) and said the parcel (Parcel ID 243450100040005) is contiguous to the city, in the FPUA service area, and currently carries a county taxable value of $34,991. Driver said staff recommends changing the future land use to general commercial and the zoning to C3 (general commercial) to align the parcel with city designations.
Driver showed maps and explained that six adjacent parcels are already inside the city and that annexation would close a gap and accommodate planned future development. ‘‘Pursuant to comprehensive plan policy 1.11.0.5, properties receive a land-use designation compatible with county land-use unless otherwise approved by the city commission,’’ Driver said. At the Oct. 13 planning board meeting the annexation was approved to move forward to the commission.
The public hearing was opened; no members of the public offered testimony beyond the applicant’s representative, who declined to add to the staff presentation. A motion to approve was made and seconded; the commission recorded unanimous affirmative votes to adopt the annexation on first reading.
If adopted on second reading, the ordinance will direct county officials to place the property on the city tax rolls effective 01/01/2026, establish Fort Pierce zoning and land-use designations for the parcel, and direct filing with county and state offices as required by statute.
The commission did not incorporate additional conditions at first reading; staff noted alternative recommendations would have been approval with conditions or disapproval. The item will return for second reading as required by ordinance.
