Commission presses for tighter oversight of CDBG rehab contractors after resident complaints

Commissioner Jeremiah Johnson, who pulled item 11c for comment, said constituents previously reported shoddy work, unresponsiveness and homes left uninhabitable. "One of the residents is still not in her property," Johnson said, recounting constituent complaints and urging safeguards so grant funding results in habitable homes.
Staff agreed. A city staff member said the grants division has administrative oversight but will rely on field-level subject-matter expertise (contractor or project manager) to verify on-site work, and the city attorney will add contractual protections to bind contractors to work standards and post-award accountability.
Commissioner Gaines and others welcomed the measures and emphasized the need for a clear resident contact and inspection protocol. The commission voted to approve the consent item after the commitment to add project-management oversight and stronger contract provisions.
The award allocates federal CDBG and SHIP grant funds to a contractor selected through competitive bidding; staff said additional paperwork and contract language will be completed before construction activity begins.
