Policy committee advances tighter committee attendance rule, shifts employee-retention work to advisory and narrows public comment

The New Hanover County Schools policy committee on an unnamed date approved a set of edits to several board policies, including a new attendance standard for committee members, a change that places an employee benefits and retention committee under advisory status, and tighter limits on what may be raised during public comment.

The committee adopted an amendment to require committee members to maintain regular attendance, inserting the phrase, "Absent exigent circumstances, attendance is mandatory to remain on committees." Pat Bradford, who moved several of the attendance updates, said the change is intended to create consistency across committees and give chairs a tool to address repeat absences. Dr. Merrick supported the addition while noting that policy language should allow reasonable exceptions such as illness or student-safety duties.

The committee debated whether an employee benefits and retention committee should be a standing body, an ad hoc work group or an advisory committee. Board members said the committee’s original purpose — raised by a board member to explore possible staff incentives — could be broader than a single bonus program. After discussion about staff roles and whether the superintendent should appoint employee members, the panel voted to move the employee benefits and retention committee under "advisory" status and to edit paragraph two to mirror other advisory committees. The motion to forward the amended policy to the full board also passed.

On public participation (Policy 2310), the board attorney cited guidance urging a "germaneness" limitation on public comment, advising the committee to limit remarks to matters directly related to the board’s work and to prohibit commercial solicitations. Committee members wrestled with enforcement mechanisms — points of order, chair rulings and appeals to the full board — and with how to treat school-related remarks that are not formally on the current agenda. The committee adopted language directing personnel concerns to the superintendent rather than the public comment period, a change supporters said protects the integrity of pending personnel matters while preserving citizens’ ability to raise school-focused issues.

Committee members also discussed parliamentary procedure language (Policy 2340) clarifying when motions should require a second; the committee approved forwarding that language to the board after raising concerns about the word "generally" and ensuring recognized exceptions in Robert's Rules remain intact.
