Separately, a board member moved to appoint Charles Kelly to the seat but, after legal counsel recommended further discussion with the county executive committee about whether its voting was properly restricted to precinct representatives, the board voted to postpone the Kelly appointment (motion to postpone recorded as 5–1).
Chair Dr. Knight said he had not seen anything "official" about some resignations until paperwork was presented and emphasized his reliance on formal documents. Board attorney advised outreach to the county executive committee and cautioned that the board could vote but might later face legal uncertainty if the committee had followed the statutory requirements.
The board will return to the appointments after staff and counsel gather additional information and recommendations from the county committee and legal counsel. In the meantime, District 2 remains unrepresented on votes that could affect budgets and facilities.
