Design review commission approves Hattie B’s site plan for Poplar Avenue site

The Germantown Design Review Commission approved a preliminary and final site plan Feb. 24 for a new Hattie B’s restaurant on the north side of Poplar Avenue, just west of the Germantown Village Square shopping center.
City staff described the project as a newly created lot under 0.4 acres with a 22‑foot building height (finished coping) and a parapet the applicant said is about 6.5 feet tall to conceal rooftop mechanicals. The site plan shows 15 parking spaces, two bicycle spaces, a small attached patio on the northeast corner and a predominantly brick and wood‑composite facade with red ("cherry tomato") accent color.
An applicant representative said the company had not previously put trash cans inside its restaurants and noted concerns about trash management if receptacles are not easily accessible. The representative told commissioners, “We have not so far” moved trash cans indoors at other locations.
Commissioners pressed the applicant on several design points: visibility of the building where grade drops occur, the actual height and perception of a 22‑foot wall versus a lower wall, and whether the diamond / quilted texture shown on a rear elevation would have physical depth or simply a surface finish. One commissioner said the proposed red features represent a significant brand statement and expressed reservations about the color departing from established brand standards.
Staff and the applicant explained there is limited room for landscaping along the constrained frontage because of utilities and a retaining wall; staff asked that final design drawings be submitted as one consolidated set if the board approved the application.
After discussion, a commissioner moved to approve the site plan and was seconded. The commission approved the plan by roll call; all commissioners present voted in favor.
The approval requires the applicant to update and submit a full set of design plans during the entitlement process and comply with the staff conditions noted at the meeting.
