ADU ordinance introduction: Senior Planner Ariana (speaker 18) presented Ordinance No. 777, a code amendment to Soledad Municipal Code Title 17 to incorporate state ADU law changes including AB 1156. The ordinance clarifies where accessory dwelling units (ADUs), junior ADUs and statewide exempt ADUs are allowed, adjusts development standards such as parking and fire-sprinkler requirements in case-by-case situations, and removes a local owner-occupancy affidavit where a JADU has a separate restroom. After technical questions about JADU occupancy and appliance requirements, council voted to introduce the ordinance on first reading by title only.
EDA grant for Container Village predevelopment: Staff (Cynthia, speaker 16) asked the council to authorize submittal of an Economic Development Administration (EDA) disaster-NOFO application to fund design and predevelopment work for the downtown Container Village project. The EDA grant could provide $250,000'$550,000; it requires a 20% nonfederal match, which staff estimated at roughly $100,000 for the larger award amount. Staff said federal grant proceeds (e.g., CDBG) cannot be used for the match but requested authorization to apply eligible in-kind staff time toward the match and to have the city manager submit a letter of commitment to strengthen competitiveness. The council adopted Resolution 63 43 authorizing the application and the requested direction to staff.
Water-tank cleaning contract: Engineering Project Manager Alex Ramos (speaker 14) presented a procurement recommendation for potable storage tank cleaning covering four 1,000,000-gallon tanks. The city received a single responsive bid from Viking Painting LLC; after negotiating bid alternates and identifying CIP savings, staff recommended awarding the base bid plus selected alternates with a total not-to-exceed amount of $373,590 (base $355,800 plus 5% contingency $17,790). Council approved Resolution 6339 awarding the contract; staff described the dry-condition cleaning process, NSF-60 approved coatings and the plan to perform bacteriological testing before returning tanks to service.
Funding and next steps: For the EDA grant, staff said they will maximize in-kind contributions and pursue state or private funding for the nonfederal match but noted federal sources cannot be used. For the tank cleaning, staff will reallocate savings from other water CIP projects to fund the work. The ADU ordinance will be brought back for adoption following any editorial corrections and the statutorily required submission to the state after adoption.
