Baldwin County approves $16.3M Bedrock Boulevard extension agreement with Loxley

The Baldwin County Commission voted to adopt an intergovernmental roadway-construction agreement (item FO1) with the city of Loxley to extend Bedrock Boulevard and connect U.S. Highway 31 to State Route 59. County staff described the project under the '30 Cubed' program and said it carries a local cost of $16,300,000, funded and managed by local jurisdictions.
Frank (county staff) outlined the scope — a corridor extension that includes a nearly 500‑foot bridge over Fish River and roadway design sized for current and future traffic. Frank said the project lines up with longer-range planning, including potential future connections with the Baldwin Beach Express corridor.
Greg Smith, representing the city of Loxley, told commissioners the project is not tied to ALDOT and would relieve traffic on US 31 and improve first-responder access. "This is gonna take a lot of traffic off of US 31 that's already overtaxed right now," he said, and praised the county–city partnership.
Commissioners emphasized regional benefits, including improved emergency-response times and connectivity. Commissioner Underwood moved to adopt FO1; the motion was seconded and passed by voice vote. The county and the city will manage funding, design and maintenance transitions as described in the intergovernmental agreement.
