Department of Safety says $2 million transfer will reduce lapse but payroll shortfall remains

Amy Newberry, director of administration for the Department of Safety, told the Fiscal Committee on March 20 that a $2,000,000 transfer associated with item FIS 26048 "absolutely will impact the lapse" and "the lapse will be reduced by the $2,000,000 of the transfer." She said payroll lines still contribute most to projected lapse and that non‑payroll lines are updated monthly.
Committee members raised concern about lapses amid tight fiscal conditions. One committee member recounted that a prior year's lapse left a $47,000,000 gap compared with expectations and said lapses remain a major concern for budgeting. Newberry described ongoing tracking and said the department remains focused on reducing the lapse.
After discussion, the committee adopted item FIS 26048 (motion by Senator Grama, second by Senator Birdsall).
The department did not present a full line‑by‑line reconciliation in committee; members asked for continued monitoring of payroll and nonpayroll lines and for communications with the governor's office and Administrative Services as needed.
