EDA director reports favorable bids for Dickman Trail, $150,000 Dakota County grant request and interest in 4.25‑acre lot

Zemer said bids opened that day for the Dickman Trail redevelopment project and that the bids were favorable; city engineers are reviewing the submissions and the item is expected to go to either the EDA or the Inver Grove Heights City Council for consideration on Oct. 27. He also reported that the EDA requested a Dakota County CDA grant for $150,000, which he said was the maximum award available from that program.
On Highway 52/Blaine Avenue properties, Zemer said due diligence work is underway, including surveying, wetland delineation, soil borings, geotechnical work and a Phase I environmental study. The survey work identified gaps and overlaps in property lines; city attorneys are reviewing those issues. Zemer said several soil borings may require tree removal and that nearby residents are being notified of that work.
Regarding the EDA’s golf course plat and a 4.25‑acre lot referenced in the packet, Zemer said Dakota County has returned comments on the plat and that the EDA has received one proposal for the 4.25‑acre site, with additional developers exploring options; staff expect to bring a consolidated set of proposals to the EDA in early November. He also noted staff are preparing materials for the MN Car Fall Expo on Nov. 6 and hope to have a list of commercial and retail openings compiled for outreach before the event.
Board members asked clarifying questions about how listings would be shared and whether staff could prepare the commercial/retail list before the MN Car Fall Expo; Zemer said staff would attempt to do so and that listings can include links to available property information. No formal actions were taken on these items during the meeting.
