Board authorizes drinking-water committee and manager to pursue Concord interconnection and study grants

Summary
The board empowered two members to engage with Concord on a waterline extension, authorized the town manager to submit a May 1 funding application, and approved town participation with the drinking-water protection committee to seek a consolidations-study grant (up to $10,000) to evaluate interconnection with Concord and Hooksett.
The Bow Select Board voted to authorize staff and board designees to pursue funding and coordination for drinking-water interconnections after a presentation from the Drinking Water Protection Committee.
Cindy Clevens, chair of the committee, asked the board to support outreach to Concord and Pembroke Waterworks and to authorize submission of grant applications that would lock in funding and possible forgiveness terms. Committee members explained that submitting the state application by May 1 is necessary to secure grant eligibility and that a consolidations-study grant from the Drinking Water Trust Fund (up to $10,000) is available to evaluate both Concord and Hooksett interconnection options.
"Once you submit the application, that locks it in," Clevens said, describing the timeline for grant approval and subsequent design, bidding and construction phases. The board moved to authorize the town manager to submit the May 1 application and then passed a separate motion empowering the drinking-water protection committee to work with town staff to prepare consultant quotes and submit the consolidation-study grant request.
Board members emphasized the short funding clock and asked staff to prepare an information package for consultants and to coordinate copies of design documents with Hooksett for their review. Members also asked that the committee keep the board informed of deadlines and next steps.
