Casper City Council approves vaping restrictions, domesticated fowl ordinance and a package of contracts and grants

The Casper City Council on March 17 approved multiple ordinances and resolutions, recording unanimous votes on each item.
The council opened and closed a public hearing on an ordinance amending Chapters 8.16 and 9.4 of the Casper Municipal Code to prohibit vaping in indoor public places and to restrict sale or distribution of hemp‑derived THC products to persons under 21. No members of the public spoke for or against the ordinance; Councillor Haskins moved and Councillor Bond seconded the motion for first reading, and the motion passed "with all councilors voting aye."
The council also approved on second reading an amendment to Title 6 allowing the keeping of domesticated fowl within city limits and approved on third reading an ordinance approving a vacation, plat and zone change for the Valley Hills Addition No. 3.
Off consent, the council authorized a guaranteed maximum price amendment to the Samsung Construction contract for the Casper Business Center Police Remodel Phase 2; approved change order number 2 to the Eagle Environmental Inc. contract for demolition and asbestos abatement at the Casper Business Center; approved a rescission and replacement amendment to a Clean Water State Revolving Fund agreement related to the North Platte sanitary sewer rehabilitation project; and authorized submission of a federal mineral royalty capital construction account grant application for City of Casper Fire Station No. 1. City Manager Janine Jordan said the anticipated Fire Station grant request would be roughly half the project cost and the city would match grant funding if full funding is received.
A multi‑item consent resolution covering equipment purchases, professional services contracts, sole‑source procurement, appointments and related capital items was read and adopted. All motions and resolutions recorded at the meeting were announced as passing with unanimous council votes.
Council did not record any split votes at this meeting and indicated staff would return with additional details on projects where appropriate.
