Ramsey County commission approves load-restriction enforcement request, rate change for reclaiming and equipment expenditures

Speaker 6 asked the commission to authorize the commission chair to sign a letter requesting North Dakota State Highway Patrol assistance enforcing load restrictions starting March 30. Committee member (speaker 1) moved and the commission approved the request by voice vote. The presenter said county crews will start posting signs late next week and that Benson and Walsh counties will coordinate enforcement timing.
The commission also approved a requested rate increase for tractor-based reclaiming from $75 to $85 per hour after staff acknowledged a communication error when letters went out with blade contracts.
An approach request from Otter Tail for a substation on Ramsey County 10 was approved; staff said Otter Tail will construct the approach to DOT standards and reimburse right-of-way work. Motor-grader service quotes came in at about $17,000, within the $25,000 budgeted amount, and commissioners authorized proceeding. Staff further requested authorization to pay a new tar kettle (invoice $58,345.50 to Step Manufacturing) when it arrives and inspections confirm specifications; the commission approved payment upon delivery.
The actions were approved by voice vote; staff said they will provide invoices and documentation as items move to payment.
