Humboldt supervisors approve one-time travel-budget increase for large districts, 4–1

Chair Wilson proposed a targeted adjustment to supervisors' travel reimbursements, saying the county’s geographic differences had made the existing allocations unequal and difficult to manage. "My proposal would be that we just add an in county budget of $5,000 per district," Wilson said, naming districts 1, 2 and 5 as larger geographic districts that require more in‑county travel.

Clerk of the Board Tracy told the supervisors the CAO's budget team had already provided a 5% allocation for the coming year. Wilson’s motion combined that with a one‑time 7.5% increase and the separate $5,000 in‑county allowance, with a requirement that any exceedance by an individual supervisor be returned to the board for approval. "Now I just have a means of moving forward if it's over," Tracy said describing how the change would improve transparency.

Supervisors debated mechanics and fairness. Supervisor Madrone said she had adjusted her conference attendance to preserve funds for in‑district travel and voted against the motion, arguing the county budget is strained. "I've been able to do that. It's not been easy," Madrone said. Supervisor Herrera and others defended out‑of‑county meetings as opportunities to bring policy ideas back to Humboldt County.

Remote callers urged budget transparency and questioned whether teleconferencing reduced the need for travel. One caller provided recent travel-expenditure figures and asked the board to show where funds would come from. The chair and clerk said staff would report details back to the board.

On a roll-call vote the motion passed 4–1 (Madrone opposed; Arroyo, Bushnell, Bohm and Wilson in favor). The board instructed staff to include the adjustments in the next budget cycle and to require board approval for any reimbursements that exceed the new allocations.

The board moved on to other agenda items; the adjustment would take effect in the next fiscal year if the board’s budget is approved.
