Grand Forks County awards $364,000 bid for ramp renovation

"We had Enes Construction and ICS put together a very comprehensive unit price bid package," the presenter, Bill (staff member), told the commission, noting one of three bidders was disqualified for failing to follow packet instructions. Bill said ENS Construction "did come in lower ... at $364,000 for the project," leaving about 4.4% of the project funding in ARPA dollars as contingency.
The presenter told commissioners the contract requires project completion by Oct. 15, 2026, and that the contractor indicated construction availability beginning Sept. 4. A commissioner moved to accept the low bid and award the contract; the motion passed on an aye vote.
Why it matters: awarding the contract secures a contractor and a firm budget estimate for the county’s ramp project, while the modest contingency left in ARPA funds is intended to cover potential overruns.
