Carrie Evenson, speaking for city staff, said the design contract will support recommended secondary treatment improvements identified in the city's WERF master plan. She told trustees the project has substantial outside funding: "the majority of the funding for this is coming from the microplastics loan forgiveness grant" and that the city had received more than $4 million in contaminants-of-emerging-concern (CEC) loan-forgiveness funds from the Oklahoma Water Resources Board, leaving the city to provide only a small match.
Authority members asked whether the design would address long-standing capacity and treatment issues; staff said the work follows several years of study and is intended to resolve both treatment and capacity concerns. A motion to approve the work order passed on a voice vote.
Contract amount: $3,952,370 (work order no. 2503018) with Garber LLC for engineering design services. Funding: majority covered by CEC loan-forgiveness funds from the Oklahoma Water Resources Board; city to provide a small local match.
