South Russell’s fiscal officer reported higher income tax receipts for 2025 and urged council to prioritize a five‑year spending plan to guide future investments.
"In 2025, we brought in... for income taxes, $2,975,000. And in 2024 it was $2.66 [million]," the fiscal officer told the council, noting roughly a $310,000 increase year‑over‑year. The officer said the village has been shifting short‑term investment holdings into StarOhio to capture better interest while the administration finalizes a longer‑term plan.
The fiscal officer also described an ADP vendor approach the administration is using to produce committee minutes via AI. The proposal would route AI‑produced drafts to committee chairs for human review before packets are posted; council members discussed a policy to present committee minutes as a "draft" in the next council packet and require committee approval at the following meeting before posting final minutes.
Council members emphasized the importance of human review. One council member proposed that committee chairs be tasked with reviewing AI minutes, and the fiscal officer said the administration will circulate drafts and the committee chairs will finalize attendance and corrections prior to posting.
The fiscal officer said he moved $625,000 into a higher‑yield StarOhio account to earn better interest while the village finalizes a five‑year expenditure plan. He said most current investments are in 1–3 year instruments until the spending plan is in place and cautioned the ORC limits municipal investment options.
Council asked for copies of job applicant resumes and other background materials referenced in committee reports. The fiscal officer and administration will provide the requested documentation and return with a proposed minutes workflow and investment plan at future meetings.
