South Russell approves MS4 technical services contract, authorizes stormwater work and routine measures

South Russell Village Council voted March 16 to authorize a technical services proposal with the watershed partners to prepare and submit the village’s MS4 (municipal separate storm sewer) annual report and to approve several stormwater and administrative actions.
Council introduced and, by roll call, passed an ordinance authorizing a technical services proposal from the watershed partners to perform additional MS4 reporting services for the 2025 filing year in an amount not to exceed $6,172. The measure was presented as an emergency and further readings were waived.
During committee reports, the public utilities committee recommended purchasing up to $9,500 in materials for an in‑house stormwater mitigation project to address flooding and grading issues in the Manor Brook neighborhood (500 Manorbrook Drive and adjacent areas). Council moved, seconded and approved the recommendation; funds will come from the stormwater budget.
The council also ratified the payment register for March 16, 2026, in the amount of $161,643.09, adopted a resolution authorizing the sale of surplus personal property, and approved renewal of the village’s membership with the watershed partners (annual fee noted at approximately $2,900, not to exceed $3,000). The council voted to move the regularly scheduled April 20 council meeting to April 27.
Finally, council ratified a letter supporting Chequin Valley dispatch and then voted to enter executive session under Ohio Revised Code section 121.22(G)(3) to meet with the solicitor about imminent litigation.
The MS4 contract and the stormwater materials authorization were routine, budget‑covered steps to comply with Ohio EPA filing requirements and to address localized flooding; neither action contained additional stipulations about contractors or timelines beyond the amounts and sources of funding recorded in the meeting minutes.
