Superintendent recognizes student essay winner, announces AI committee and previews budget pressures

At the start of the meeting the superintendent recognized Franklin High School sophomore Chloe Bowser as one of 12 statewide winners of the USS Massachusetts historic essay contest; her essay will be published in the commissioning book and she will be honored at the vessel’s commissioning ceremony on March 28 in Boston Harbor.
In the superintendent report the district also announced formation of an internal AI committee (led by Dr. Rogers) to develop guiding principles and guardrails for responsible AI use across Franklin Public Schools. The superintendent said the committee will gather feedback from students, families and staff via a community survey sent before April break and expects to present draft guiding principles this school year. "Foundationally, humans are first before AI," a member of the administration said during the discussion about committee goals.
The superintendent shared materials from a regional legislative advocacy forum that highlighted statewide trends pressuring district budgets—rapid growth in special-education costs, transportation expenses, and charter tuition assessments—and described proposed FY25 legislative priorities to stabilize funding. Committee members referenced bills by number (S2864, H691, S2870, H517) and encouraged constituents to contact their state representatives in support of measures such as strengthening the special-education circuit-breaker reimbursement, addressing Chapter 70 inflation limits, maintaining minimum aid and improving transportation reimbursement.
Committee members and administration noted a joint meeting with the town council is scheduled for March 18 at 6 p.m.; the Department of Elementary and Secondary Education will present a Chapter 70 overview that will include Franklin-specific data, followed by Q&A. The superintendent said the district is planning a joint budget-subcommittee event for mid-April to allow coordinated discussion among the school committee, town council and finance committee about budget priorities.
The committee heard these items before the guest presentation and consent agenda; the superintendent closed the report and offered to answer questions from the committee.
