Hortonville board approves Nature's Haven final plat; staff warns of phased access and three-year buildout

The Village of Hortonville board voted March 19 to approve resolution R-03-26, the final plat for the Nature's Haven subdivision, after staff summarized planning commission input and addressed questions about wetlands, phasing and access.
Administrator Nathan told trustees the planning commission had held a public hearing in which only two residents attended and that concerns largely focused on wetland areas, which Nathan said are typically governed by the state and require mitigation if build-out occurs on those parcels. He also said the developer incorporated a temporary construction road into the plan to limit truck traffic through existing neighborhoods.
Board members pressed staff and the village engineer about the number of homes per phase and access points. Staff described an initial phase of about 26 homes and a larger northern phase of roughly 126 homes; they said the first and second phases would rely primarily on existing Wayne Drive and Gale (Gail) street access and that a third phase would provide an additional exit onto Allen once the road work is constructed. Staff estimated the overall project could be completed within about three years.
A trustee asked whether construction vehicles would traffic along existing residential streets; staff said the village helped pay to build a construction entrance to alleviate heavy-vehicle impacts and that the construction entrance will be put in during the first phase. The board voted by roll call to approve the final plat.
Next steps: With the final plat approved, staff and the developer will proceed with permitting and phasing; engineering details, stormwater and utilities will be finalized as part of the developer's required engineering submittals.
