The Norristown Zoning Hearing Board voted to deny a variance request to convert 1416 Pine Street from single‑family use to a two‑unit duplex.
Counsel Sean Whalen told the board the owner, Harry Patel of Uvan Properties, bought the 2,800‑square‑foot house last August as a single‑family property and later sought relief under §320‑41 after unsuccessful attempts to rent the five‑bedroom home to families. “We believe this is the least minimum variance because…we're not seeking 3 units or 4 units or any new construction,” Whalen said, describing plans to create two family‑sized units and add three off‑street parking spaces.
At length, board members questioned marketing and pricing history, neighborhood character and whether nearby conversions shown in tax maps were legally approved. The owner said the property had been marketed on MLS and online platforms and that rental inquiries preferred smaller, 2–3 bedroom units. He said he priced the property around $3,150 per month and later reduced it in an effort to secure tenants.
Resident Tiffany Todd, who said she has lived in Norristown 26 years, urged the board to reject another conversion to multifamily use, saying conversions have “undermined our borough” and harmed neighborhood fabric.
After closing testimony and deliberation, a motion to deny Application 73‑25 was seconded and carried by the board. The chair announced the application was denied (board recorded vote as 5‑0). No conditions or continuances were attached.
The denied application will not proceed; the property owner may reapply or pursue other lawful remedies.
