Swartz asked whether one of those statements was false and pressed whether LCP Consulting—hired under contract number 28404 and described in the consultant scope as assisting the city with policing expertise—would be guiding the chief selection. "We feel the need to bring a third party in to tell us what to do when we already had someone who was taking care of us," she said, and asked for more transparency, noting little public response so far from council members or staff.
