Staff and the Planning Commission both recommended approval with conditions.
Developer representatives, led by Tom Amick and Van Shettler, described incorporating a nearby mobile-home park into the master plan and moving to a consolidated unit-count approach: rather than per-parcel minimum densities, the master plan will require a total of 1,040 residential units across NT2/NT3/NT4, allowing flexibility in product mix while meeting the overall unit obligation. The developers said Lennar will build portions of the residential product.
Council members asked questions about the developer commitment to affordable or attainable housing. The development agreement includes a commitment of five acres dedicated to affordable housing; if the developer does not build the affordable units on that acreage, the developer would owe a financial obligation to the city. Council discussed the difficulty of delivering attainable housing but urged that the developer continue efforts to deliver on-site housing.
Council voted to approve the master-plan amendments and related tentative maps; the clerk announced the motion carried (mover: Councilwoman Larson).
