Council rescinds award to low bidder and accepts next lowest for Mesquite ADA ramp project

Mesquite — The council on Sept. 9 rescinded a previous award for the Mesquite Boulevard ADA ramp improvement project after the originally awarded contractor was unable to obtain bonding, and approved the next lowest responsible bidder under Nevada Revised Statutes.
Public Works told council that five bids were opened July 22 and that Melee (doing business as Melee Concrete) was originally awarded the contract but subsequently reported financial hardship and could not obtain the required bonding. Staff cited NRS 338.13895 (subsection 3) to explain that when the awarded contractor is unacceptable before work begins, the public body must rescind and may accept the next lowest responsible bidder.
The next lowest responsive bid was from Las Vegas Paving Corporation at $1,875,000, within the engineer’s estimate and still below the project estimate of $2,000,000. Staff said the project remains funded by RTC (Regional Transportation Commission) reimbursement.
Council moved to rescind the previous award and accept the Las Vegas Paving Corporation bid; the motion passed. Staff said they would proceed with award paperwork consistent with state procurement rules and continue coordination with RTC for funding and oversight.
Next step: staff will finalize contract documents with Las Vegas Paving Corporation and move toward project commencement under RTC funding.
