Mesquite — The council introduced Bill B25‑014 on Sept. 9, a zoning amendment to conform PB (Professional Business) zone uses with recent state changes under Assembly Bill 241, which becomes effective Oct. 1, 2025.
City staff explained AB241 requires local governments to allow by‑right development of multifamily or mixed‑use residential projects on some commercially zoned property. Staff recommended amending PB use tables to allow uses formerly limited to the MF2 multifamily district and to permit certain mixed uses in PB consistent with state requirements. The bill was introduced by motion and the council set a public hearing for Sept. 23, 2025.
Staff emphasized the city’s zoning is cumulative and explained differences among PB, CR2 and CR3 zones and what the proposed change would permit. No public comment was offered on the introduction.
Next step: a public hearing is scheduled for 09/23/2025, at which council will consider adoption of the ordinance to implement AB241 locally.
