The Cumberland Town Council approved Resolution 26-14 on March 18 to authorize Mayor Jeffrey J. Mudda to hire Weston & Sampson for civil engineering and bidding services for a Westwood Brook culvert upgrade. The work — preliminary design completion, permit support and plan sets — will be funded through a Narragansett Bay Estuary grant and the contract was authorized not to exceed $112,000.
The public works director explained the site had been subject to emergency repairs in 2024 that used a series of pipe culverts, some corrugated polyethylene and some 24‑inch concrete pipes, and that the emergency arrangement impedes aquatic passage. The director said an open-box culvert is environmentally preferable and that Weston & Sampson, which prepared preliminary engineering, can continue into full design under the grant award.
Councilor Boyle asked whether the earlier repairs were intended as permanent and whether the current work would replace those emergency fixes; the director said initial work was intended to be durable but the grant-funded design would support an ecologically improved, permitted permanent solution. Councilors voted to approve the engineering services contract by voice vote; the motion carried unanimously.
