Council approves $160,000 CDBG-CV allocation to Just 1 Project for senior meals and home-delivered groceries

The Henderson City Council approved a seventh substantial amendment to its 2020 annual action plan on May 20, allocating the remaining $160,000 in CDBG-CV funds to support home-delivered groceries for seniors and homebound disabled residents and to reduce the Meals on Wheels waitlist.

Claudia Young (speaker 13) presented the amendment and said the funds represent the remaining CDBG-CV allocation from CARES Act–era funding and must be expended before their June 2026 expiration. "This will allocate $160,000 which is the remaining CDBG-CV funds to expend 100% of the CARES Act funding," she said, listing intended uses including home-delivered groceries and meal supports.

Brooke Neubauer, founder of The Just 1 Project (speaker 14), addressed the council in support of the nonprofit’s capacity to operate the program, describing the group's two pillars — immediate grocery access and wraparound services — and its existing scale: seven locations and 73 staff. "For those of you who are not familiar with The Just 1 Project, we have two pillars to solve food insecurity here in Southern Nevada," Neubauer said. Tristan Hightower Skidmore (speaker 15), the group's senior executive director of revenue, described the nonprofit’s fiscal and program compliance capacity and thanked the city for prior CDBG awards.

After the presentation and public comment, the council moved to approve the amendment; the meeting vote recorder announced the motion (made by Councilman Seebach) carried unanimously. The funding will be awarded to The Just 1 Project to deliver groceries and related services to eligible seniors and homebound residents under the terms discussed in today’s presentation.
