The City of Mesquite council moved to add several items to the work session on Dec. 2 and approved those additions: a funding request related to a U.S. 250 tour, a development item for about 25 single-family lots at 800 Horizon Boulevard and two addenda for John Deere properties (200 John Deere and 201 John Deere). Council discussion included staff assurances that contracts had been negotiated to include performance protections for developers.
Speaker 7, who presented the Horizon Boulevard item, told the council they had "spent quite a bit of time working on the contract to really tweak it" and that the negotiated changes were intended "to hold their feet to the fire to actually perform." After motions and seconds, the council voted to add and proceed with the Horizon Boulevard and John Deere agenda items.
Separately, Councilwoman Fielding moved to change the order of business — replacing item 5.1 (a temporary moratorium on short-term residential rentals) and moving items 5.2 and 5.3 (conditional use permits for vacation rentals) up in the agenda. The motion was seconded, opened to public comment (Nick Alfonsetti asked whether existing applications would be grandfathered if a moratorium later passed), and failed on roll-call vote.
No ordinance or final permit decisions were taken on the short-term rental moratorium during this meeting; the outcome was limited to the failed procedural motion to reorder agenda items and the addition of other items to the work session for future consideration.
