Greenwood County Council handled a series of procedural and administrative actions on March 17 as part of a packed agenda.
Dissolutions of inactive tax districts: Treasurer Stephanie Dorn presented five ordinances to dissolve inactive special tax districts (Pinsonville; Orchard Park; Emerald Place; Harborside; Timberlake). Dorn said the districts "have not had any activity for some time," and council voted to approve each dissolution individually.
RFQ award for engineering services: Staff reported four qualified responses to an RFQ for professional engineering and environmental due diligence for the Hodges Corporate Park. The evaluation committee rated Davis & Floyd highest; the county said 75% of funds will come from a Locate SC grant with the remaining 25% from Greenwood County. Council authorized the manager and attorney to negotiate and execute the necessary documents.
Procurement variance for sheriff's vehicle: The sheriff's department requested a procurement-policy variance to purchase a $58,625 truck for the drug enforcement unit using existing capital-asset funds and equitable-sharing funds. Because federal-source funds require vendors to be registered on SAM.gov, staff recommended waiving a formal RFP after obtaining three quotes and council approved the variance.
Fair Housing Month resolution: Chair read Resolution 20-26-08 designating April 2026 as Fair Housing Month and reaffirming the council's opposition to housing discrimination on protected bases; the resolution passed unanimously.
Other items: Council approved the minutes from the prior meeting, accepted the treasurer's quarterly update (which included FEMA reimbursement and permit-activity figures), and heard district reports before adjourning.
