Planning commission advances Las Vegas Valley Water Districts 10-million-gallon South Boulevard reservoir to council

The Henderson Planning Commission voted to recommend approval of a Las Vegas Valley Water District project to construct a 10,000,000-gallon below-grade reservoir in the southern pressure zone, moving the zone change and conditional use permit to the City Council for final action.

Robin Rockey, representing the Las Vegas Valley Water District, described the unmanned South Boulevard Zone reservoir as two 5-MGD basins with a disinfection building, space for two future pumping stations, a future electrical yard, drainage improvements, fiber communications and perimeter security walls. She said the project would "maintain adequate hydraulic grade lines in the southern portion of our 2745 pressure zone" and provide additional capacity for existing and future development and required fire flow storage.

Rockey noted the site is multi-jurisdictional: "The bulk of it is City of Henderson, but we do have a small portion of the site within Clark County," and that the district will seek corresponding approvals from Clark County in the following weeks. Construction is scheduled to begin in June 2026 with completion expected in early 2028.

Staff recommended approval and the commission passed the zone change amendment and conditional use permit subject to findings of fact, conditions and waivers. The project will proceed to the June 3 City Council meeting for final action.

The reservoir is intended to support system reliability and emergency response by increasing storage and preserving required fire flows as development continues in the southern service area.
