Commissioners approve $73,062.11 change order for Island Road widening after found soft spots

Public works staff told commissioners on March 31 that Change Order No. 5 for the Island Road widening project is needed after unexpected soft spots appeared beneath the road base.
The public works director (S6) said crews discovered soft areas after asphalt removal and before excavation. To stabilize the alignment, staff proposed additional over‑excavation and installation of geotextile fabric, estimating the work at $73,062.11. When a commissioner (S5) asked whether the condition was the contractor’s responsibility, S6 said the issue was an unknown in the original design and therefore the county’s responsibility.
Commissioner (S5) moved to review and sign Change Order No. 5; Commissioner (S2) seconded. The commission voted in favor and the motion carried, and staff were asked to provide the original documents for signature and retention.
Staff noted that subsurface conditions such as soft spots sometimes appear on similar projects and that the county had experienced such unknowns on other jobs.
