Public commenter urges liquor-license revocation; council declines to reconsider

Raylene Giovanna, representing Nordic Beach Holdings, asked the City Council to place a revocation of a liquor license on the next council agenda, saying the city violated Nevada open meeting laws at the Dec. 9 meeting and that a planner's presentation was not included on the agenda or provided beforehand. "At the December 9 meeting, the Nevada open meeting laws were violated," she said, and added that requested city records have not yet been produced. Giovanna said she has obtained documents she will bring to the next meeting that she said show there are no easements clarifying the correct parking lot and asked for extra time to respond to the city's presentation.

The chair and council members responded that adding an item to the City Council agenda must be initiated by a council member. Later in the work session a council member (S4) moved to reconsider the liquor license for Envy Nightclub; the motion was seconded by another council member (S6). During roll call on that motion several council members responded "no," and the motion did not carry. The council did not adopt a revocation at this meeting.

Giovanna told the council she would bring additional documents to support the request at the next meeting and asked the council to add the revocation for formal consideration. Council members said the process requires a motion from a council member to place such an item on a future City Council agenda; no further action occurred at this technical review meeting.

The council moved on to other agenda business; no formal investigation or staff directive was recorded in the transcript.
