The Mesquite City Council voted March 24 to permit the sale of beer and wine (no hard liquor) at the proposed I‑15 Country & Rock Music Festival at the Mesquite Sports & Events Complex on Oct. 17, 2026.
Simon Kim presented event details: gate opens at noon, performance begins at 1 p.m., estimated attendance about 3,000, 20 private security personnel, six Mesquite Police Department officers funded per special-event staffing rates, two private EMTs and a plan to increase portable restrooms to 45. Kim said the applicant will use an approved liquor-license holder or catering licensee for alcohol sales and that ID checks and wristbands will be used at entrances; glass containers will be prohibited.
Council members probed parking, ingress/egress and cleanup. Staff stated the special-event ordinance requires insurance and that cleanup is part of the rental cost; police staffing was agreed with the organizer. Councilman Ennis moved approval; Councilwoman Fielding seconded and the motion passed.
Council discussed whether alcohol sales should stop before the end of the last act (a common practice at some venues). The organizer said no hard liquor will be sold and that cutting off sales earlier (an hour before closing) is uncommon for beer/wine at outdoor concerts but could be considered; council asked staff to note public-safety plans in the permit.
Outcome: council approved alcohol service (beer/wine) with standard special-event insurance and required security/EMS staffing; permit issuance and operational details will follow standard special-event review and license processes.
