Goodyear approves SRP nonresidential lawn-conversion partnership to expand water savings

The Goodyear City Council on March 23 authorized an agreement with Salt River Project (SRP) to expand nonresidential lawn-conversion incentives for HOAs, multifamily, commercial and municipal properties.
Water Services Interim Director Anthony Dudley introduced Andrew Prone, who said the city's existing program has replaced about five acres of turf and saved about 6,000,000 gallons of water per year. Prone described the program's typical process: eligible property owners submit an application, complete the conversion project, and are rebated a portion of project costs after submitting proof of payment; SRP would provide match funding that helps extend the program when WIFA funding expires.
Council members asked how the program works for property owners and whether multifamily and commercial properties qualify; staff confirmed non-single-family properties are eligible. Council praised the conservation impact and approved the agreement, authorizing the city manager to execute necessary documents and implement the program.
Staff said outreach will use existing partner contacts and direct engagement with HOAs and businesses to identify candidates and bring projects forward.
