Goodyear council annexes 16.25 acres for Liberty Elementary; ordinance adopted 7-0

The Goodyear City Council unanimously adopted Ordinance No. 2026-1645 on March 23, approving the annexation of about 16.25 acres to include property that is home to Loretta Sunbro Elementary School.
Guadalupe Ortiz Cortez, the city's principal planner, told the council the annexation is the final required step in a multi-stage process and that the applicant had met intergovernmental-agreement obligations including constructing infrastructure for the school. Ortiz Cortez said the site is north of West Lower Buckeye Road, east of South Perryville Road and adjacent to the Pradera subdivision.
The planner said the annexation aligns with the city's annexation criteria, including long-term serviceability and plan compatibility. Council members noted public-safety benefits, including the city's ability to provide regular law-enforcement presence and school-resource officers at the site.
After brief questions from the council about the process, the mayor opened the vote; the motion passed 7-0. The ordinance cites Title 9, Chapter 4, Article 7 of the Arizona Revised Statutes as authority for the annexation.
The annexation becomes part of the city's corporate limits and staff said it clarifies jurisdictional responsibilities between the city, county and neighboring Buckeye. No public comment was offered at the hearing.
Next steps: staff will complete the administrative actions to record the annexation and coordinate with the school district on operational arrangements for public-safety access.
