Mesquite council forms six‑member ad hoc committee to review vacation rental rules during moratorium

The Mesquite City Council on Jan. 27 voted to establish an ad hoc committee (Resolution R26‑003) to review and recommend revisions to the city’s vacation rental code (Title 2, Chapter 13) while a temporary moratorium is in effect.

Mayor Whipple said the committee will consist of six community representatives or stakeholders appointed by the mayor and council members, with staff providing administrative support. Council members and public commenters urged the mayor and council to appoint a broadly representative group — including short‑term rental operators, neighbors, public safety and code enforcement staff — and to complete work well before the moratorium ends.

Residents who spoke at the meeting asked for clear objectives beyond code revision, urging the committee to study whether issues stem from gaps in the code, weak enforcement, reporting processes or other causes. Amy Gardner (short‑term rental operator, speaker 8) asked that the committee meet quickly so council can act before the moratorium expires; citizen John Rosen urged the committee to “study the problem” to determine if code changes are the right solution.

Council set a deadline for council members to nominate committee representatives by the end of the month. The resolution directs staff to provide administrative support, meeting scheduling and public outreach; any code amendments resulting from the committee’s recommendations would return to council for consideration and formal adoption.

What’s next: Council members will submit appointments to the mayor; the committee will be tasked to review code, enforcement issues and reporting procedures and to return recommendations to the council before the moratorium’s expiration.
