Weld County approves planning items: warranty release, decommissioning bonds and kennel map extension

The Weld County Board approved three planning-related actions on March 30.
Jasmine Truro Martinez of Planning Services asked the board to release full warranty collateral of $201,428 (performance bond number 8,244,008) for special review permit USR14-0080 (Waste Management of Colorado Inc.), stating the applicant had fulfilled its two-year warranty obligation and that Planning Services, Public Works and the Town of Kingsburg inspected and supported the release. The board approved the release by voice vote.
Matthew Manile of Planning Services presented a decommissioning plan and three surety bonds totaling $202,500 submitted for USR25-0016, a solar energy facility conditionally approved by the board on Nov. 5, 2025. Manile said the bonds satisfy the permit condition requiring security sufficient to fund estimated decommissioning and reclamation costs and recommended acceptance under the Weld County Code. The board accepted the decommissioning plan and the bonds by voice vote.
Molly Wright, Planning Services, described an extension request for USR25-0012 (a kennel for up to 56 dogs and five household animals). The applicant sought more time to record the map because the will-serve water commitment and additional water calculations from Little Thompson Water District took longer than anticipated; Planning Services supported extending the deadline to July 10, 2026. The board approved the extension by voice vote.
All three planning items passed unanimously; staff noted inspections and code compliance in their recommendations.
