Dustin, the newly introduced facilities manager for the city of Mankato, told the board the project scope included FF&E items and exterior work across several properties and that the county had publicly solicited bids. The only contractor to submit a bid was Wilkarn Construction Services of St. James; that bid came in at $1,036,000 against a project budget of $600,452.
Dustin said staff plans to itemize the scope and create several bid packages to reduce costs and to use some city project-management resources in hopes of bringing bids within grant and budget limits. He noted some grant money is tied to the project and exceeding that grant could jeopardize funding.
Commissioners moved and approved a resolution rejecting the bid and directing staff to re-advertise split bid packages; the motion passed unanimously.
