Springdale council approves consent agenda, administrative ordinances, special‑event alcohol permits and town manager agreement

The Springdale Town Council on March 11 approved a series of consent and administrative items alongside substantive zoning and housing actions.
The consent agenda passed by voice vote and included the monthly purchasing report, reappointment of Heidi Lee to the Historic Preservation Commission, and a resolution designating surplus town property for sale or disposal.
Ordinance 2026‑02 updated banner permit standards (section 10‑24‑7) to clarify application requirements and permit banners in the public use zone; the council authorized the mayor to sign. Ordinance 2026‑07 amended where the town stores the physical copy of the international building code (changing the required location from the clerk’s office to 'town hall') to give staff flexibility and reflect training feedback.
Council adopted resolution 2026‑03, which establishes a historical displays policy to guide donations, acquisitions and collection care; the resolution creates a committee of staff, commissioners and a council member that will review donations and storage options.
On special‑event licensing, council approved the sale and service of beer and wine at the Zion Chalk & Earth Festival (April 18–19) subject to indemnity, a large outdoor event permit, state alcohol permits and a security plan. The council also granted local‑authority consent for a full‑service restaurant alcohol license for Porter's (applicant Jacob Cochran, doing business as Porter's Restaurant) and authorized the mayor to sign.
Finally, council reviewed and approved the town manager employment agreement between the Town and Thomas Dancy. Council discussed contract language around termination/severance phrasing and the privacy rationale for including the employee's address in the document; the mayor was authorized to sign the agreement.
The meeting closed after scheduling a work session to review the town’s code of conduct and meeting procedures.
