ECISD refinancing saves the district millions, administration says

Bobby Gudayal of the districts financial-advisory team presented the results of a recent refunding transaction, reporting that premarketing and competitive demand pushed pricing to roughly 2.95 percent at sale.
Gudayal told the board the refinancing produced a net present value savings of $6.9 million and, expressed as nominal dollars over the life of the debt, approximately $8.3 million in savings to 2038. "So we refinanced and saved 12% for the district, and that came out to a net present value of $6,900,000," he said. He also said average annual debt-service savings are about $693,000.
Trustees asked about market interest and the level of investor demand; Gudayal said the offering was substantially oversubscribed (orders exceeding available bonds), which helped drive down yields during the final pricing.
No board action was required; the refinancing was reported as executed and funded. Trustees thanked staff for the work on the transaction.
