Vaskoff said some cases present evidentiary or admissibility issues that prevent criminal filing at present, and encouraged anyone with additional evidence to provide it to police for investigation.
Speakers pressed for an independent review of city processes and for better victim communication. Councilmembers thanked speakers and noted the seriousness of the allegations; staff offered to follow up through appropriate investigative channels.
