Henderson council approves Teamsters contract, multiple ordinances, land sales and personnel actions

In a long meeting that combined policy debates and routine business, the Henderson City Council approved several noncontroversial but government‑scale actions.
The council approved three successor labor agreements with Teamsters Local 14 covering blue‑collar, clerical/technical and supervisory units. The agreements run July 1, 2025 through June 30, 2028, include a 3.5% wage increase retroactive to 07/01/2025 and CPI‑based increases in subsequent years with a guaranteed minimum. The council also adopted a series of bills and ordinances related to the Black Mountain Park modification, parcel zoning and a municipal utility revenue bond authorization; votes on the referenced items carried as recorded.
Council appointed Jason Couchman and Lindsey Cousins to the Blue Ribbon Commission on Education Excellence and Youth Opportunity and accepted the annual performance evaluation of City Attorney Nick Vaskoff after a presentation by HR.
The body also adopted several resolutions approving land sale forms and referred two bills (numbers 3879 and 3880) to the November 4, 2025 council meeting.
