Oxford raises monthly meter charges for Glenwood Energy customers; ordinance to be effective May 1

The Oxford City Council adopted an ordinance Thursday that sets gas rates and charges for Glenwood Energy of Oxford Inc. through April 30, 2029.
City staff summarized the ordinance as a package of a variable gas cost recovery (GCR) and fixed monthly meter charges. Staff said the GCR — the pass‑through commodity charge — was 9.0217 per MCF for January 2026, and reported the main change in the ordinance is an increase in the monthly residential meter charge from $14 to $22; the monthly commercial meter charge will be $28. The general service rate (GSR) remains unchanged at $3.46 per MCF.
During discussion councilors asked whether the fixed monthly meter charge is applied year‑round even when a household does not use gas; staff confirmed the meter charge is billed every month. Councilors noted the change affects low‑use and fixed‑income customers most; staff and councilors compared Oxford’s new $22 residential meter charge with Duke Energy’s $43.29 monthly charge to provide context.
The ordinance will be effective May 1. Staff noted that if the city and Glenwood Energy are unable to reach agreement in the future, Glenwood may apply to the Public Utilities Commission of Ohio (PUCO). Council approved the ordinance by roll call.
