The Richfield City Council on March 24 approved its consent calendar, authorizing a set of routine items including disbursements and claims, an agreement with the Richfield Leadership Network, a Minnesota Department of Natural Resources local trail connections grant application, a stormwater maintenance agreement with Best Buy Inc., and a contract renewal with Odessa of Minneapolis to auction forfeited public safety vehicles.
City Manager Rodriguez summarized the consent items and asked the council to act on them in a single motion. "Once the consent calendar has been approved, the individual items and recommended actions have also been approved," Rodriguez said while listing the five items the council would vote on.
Before the vote, three members of the public spoke during open forum, and two had submitted written comments. Residents raised concerns about a proposal tied to reimbursements for people affected by increased immigration enforcement. In response, Council Member Hayford O'Leary said the measure being discussed would allow a limited reimbursement—characterized in the meeting discussion as a $5,000 to $10,000 mechanism to refund towing or TOE fees—and defended it as an equitable, pragmatic step. "I think that's $5,000 to $10,000 well spent," O'Leary said, adding the policy balances fairness for affected residents with the city's operational needs.
Council Member Burke thanked recreation staff for applying for the trail connection grant that would link 9 Mile Creek Trail to the Southdale Library via Adams Hill Park, noting the route would create a safer, off-road path for children. Another council member publicly thanked the Richfield Leadership Network for recent fundraising and emergency relief work.
After brief discussion, the council approved the consent calendar by voice vote.
