Clifton Heights Borough Council authorized staff to submit a letter of intent to begin negotiations for a property located between West Baltimore Avenue and South Oak Avenue.
The solicitor explained the authorization allows the borough manager and designated staff to begin discussing price and terms but does not commit the borough to purchase. “This merely authorizes the borough to submit a letter of intent. It does not bind the borough to any purchase or agreement,” the solicitor told council, adding that any further purchase documents would require council approval.
Council voted to authorize the manager to submit the letter of intent and directed staff to return with any subsequent documents if negotiations proceed toward a purchase. The authorization makes it possible to begin negotiations while preserving the council’s decision-making role on any final purchase agreement.
