Clifton Heights Borough Council approved a $425,000 contract award for phase 1 of a storm-sewer replacement project using American Rescue Plan Act (ARPA) funds.
Manager Jones described the award to KPM/SJ Thomas as "phase 1" of the work, which staff expects will take the project into the park and requires prompt action because ARPA funds are time-limited. “The ARPA funds... actually end September 1. So we wanna get this jump started,” Jones said.
Council approved the award by roll call, with the motion noted as subject to solicitor and engineer approval. Engineer JP confirmed that the phase would likely extend into park areas and described traffic and logistics challenges for a short section of Madison Avenue tied to the work.
The contract award includes a condition that the solicitor and engineer sign off on the final terms; staff said a second phase will await additional data and funding before procurement. The borough will proceed with the contractor selection under the solicitor’s and engineer’s review and will return to council if substantial changes are required.
