Clifton Heights Borough Council voted to pay a one-time $6,000 service fee to the Pennsylvania DCED municipal-assistance program to help prepare a comprehensive-plan grant application.
Manager Jones told council the $6,000 fee covers the vendor’s support from the grant application through final submission and that the borough is pursuing an approximately $50,000 comprehensive-plan grant that requires a local match. “Their fee... covers from the application all the way to the final submission of the final plan,” Jones said, recommending approval.
Council discussed the timing and experience with previous consultants; Jones said the borough’s last comprehensive plan was completed in 2006 and that state programs are actively assisting municipalities of the borough’s size. The motion to authorize the service agreement passed by roll call.
The council also approved submission of the municipal-assistance program application (Resolution 2026‑02) to permit the borough to seek technical assistance tied to the comprehensive-plan grant. Council members said the work will position the borough to apply while grant windows remain open.
Next steps: staff will execute the one-time service agreement, continue coordinating required matching funds, and report back to council on the application timeline and any further approvals required.
