St. Bernard CIC says county grant approved for Vine Street demolition; bidding to follow First State Bank payoff

The Saint Bernard Community Improvement Corporation discussed new demolition funding at its Aug. 27 meeting and outlined next steps for removing part of the shopping center on Vine Street.
"ODOD did approve that grant for the entirety of Hamilton County," Taylor said, describing a countywide award being administered through the Port Authority and the land bank. Taylor said the Port Authority will determine how much of the grant is allocated to each project and that the funding should cover expanded demolition scope such as foundations, regrading and seeding.
The moderator said the grant relates specifically to demolition and site development for properties listed in the 4901–4911 Vine Street block and emphasized that demolition would target the remaining shopping-center structure only, noting there would be "no demolition to Skyline or Big B." The moderator also said the CIC had previously been awarded a $200,000 revitalization grant from Hamilton County but that reimbursement rules mean the group is waiting for authorization to begin spending.
Board members agreed the logical next step is to solicit bids once the First State Bank building is free and clear. The moderator said the pay-off balance for that building is $192,043.92 and that clearing that lien would allow the CIC to move into the bidding process. The CIC discussed having staff assist with drafting advertisement language and relying on legal counsel to review procurement materials before release; the village would handle advertising while the CIC could provide specifications.
No firm dollar allocation for the Vine Street project from the countywide grant was announced at the meeting. Taylor said timing and per-project allocations are still being worked out by the Port Authority. The CIC also discussed short-term site appearance work — painting plywood and frosted window treatments — while longer-term demolition and redevelopment plans are finalized.
The CIC did not take a formal vote on demolition authorizations during the meeting; members indicated they will proceed with procurement steps after the First State Bank payoff and receipt of grant-administration guidance.
