City staff recommended and the council approved renewal of the city's 2026 insurance policies and action renewing the airport common‑consumption area (CCA) and authorizing temporary alcohol sales for a May fly‑in event.
Staff reported a 3.9% overall premium increase and a total policy amount of about $637,386 (not including flood insurance), and said the city had sufficient budget to cover the renewal. Ryan Murray of ICI told the council that market conditions are softening slightly and that EMC's structure and dividend program have been advantageous; he reported the city recently received an EMC dividend of roughly $45,542 for the 2025 policy period.
Councilmember motion approved the staff recommendation to accept the renewal proposal from ICI/EMC. On airport matters, staff explained that the airport's CCA ordinance (established in April 2025) expires May 1 and that the Rod Trowbridge Memorial Fly‑In (May 8–9) requires a renewed CCA and a temporary special‑event resolution to permit on‑site sale and consumption of alcoholic beverages; the council renewed the permit for one year and approved the resolution authorizing the event's alcohol sales.
Next steps: staff will finalize the insurance procurement per the accepted proposal and will process the CCA renewal with the Kansas Department of Revenue and issue event approvals per the resolution.
